Andrei Blinov spoke at the Gaidar Forum

On January 15, an expert discussion "Scientometrics 2.0: digital reboot" was held in the course of the 11th Gaidar Forum at the Russian Presidential Academy of National Economy and Public Administration (RANEPA). The participants discussed the prospects for the use of scientometrics in the management of science, the assessment of researchers and in building communication across research community.

The discussion was led by the Director of the Department of the Ministry of Science and Higher Edcation Mikhail Romanovsky, RSF Deputy Director General - Head of the Programs and Projects Department of the Russian Science Foundation Andrei Blinov, Director of the Department of the Ministry of Science and Higher Education Timur Bronitsky, Deputy Head of the Blockchain Research Laboratory for Education and Science Artyom Kosmar, Vice President of Elsevier S&T in Russia Marat Fathullin, Head of the Clarivate Analytics Educational Programs Department Valentin Bogorov, and other experts.

This session was moderated by Nikolai Podorvaniuk, editor-in-chief of Indicator.ru portal, and Oksana Medvedeva, head of the Department of Scientific and Informational Development of the RANEPA.

During the session, the participants raised questions about the role of digitalization of science in the work of researchers, the use of artificial intelligence and blockchain technologies in research evaluation, the future of university research platforms and other related issues.

In his speech, Mr Blinov called on the research community to remember that scientometric indicators are used by Russian Science Foundation mainly as qualification threshold barriers. It is important that they are in place during the grant application process, but then reviewers will double-check them individually. Mr Blinov admitted that over the time it may be possible to abandon these minimum qualification requirements. With regards to the digitalization of science, he highlighted especially that Russian Science Foundation started using AI application in review assignments since 2018 and has already digitalized the profiles of its individual reviewers.
